The Chargers? three-month escape hatch overlaps by 15 days with the league?s relocation policy, which requires notice of an intention to move to be filed with the league office between January 1 and February 15.

The relocation policy also requires a team that hopes to move ?to work diligently and in good faith to obtain and to maintain suitable stadium facilities in their home territories, and to operate in a manner that maximizes fan support in their current home community.?? Relocation is appropriate only ?[i]f, having diligently engaged in good faith efforts, a club concludes that it cannot obtain a satisfactory resolution of its stadium needs.?

In other words, a team can?t move without showing that it has exhausted all reasonable efforts to stay put.

It won?t be hard for the Chargers to demonstrate that they?ve tried to work things out in their current home.? After all, the Commissioner has publicly said that ?unfortunately, some sense of a growing impasse and an absence of a sense of urgency? exist regarding efforts to build a new venue in San Diego.

During today's Google I/O keynote, Director of Product Management Hugo Barra detailed Jelly Bean's NFC updates, including Android Beam enhancements and a new tap-to-air feature for Bluetooth speakers. While the company confirmed that there are more than one million Android devices coming online each day, NFC-equipped devices total that same figure in a week. With Android 4.1, those gadgets will be able to transmit photos by tapping (similar to what we've seen with S Beam on the Galaxy S III) with an updated version of Android Beam, and pairing your smartphone with a set of Bluetooth speakers will require a simple bump, assuming the speakers are NFC-equipped as well. There are plenty of more Jelly Bean features to unveil, so that's all we're seeing of NFC for now, but stay tuned for more in our hands-on.

Question: What do Stack Overflow, Super User, and Server Fault have in common that most of the sites on our network don?t?

Answer: A unique brand.

It?s no coincidence that our three largest sites happen to have their own brands. Unique domain names are more memorable than the subdomains that cover most of our?network, which we believe is part of the reason why those sites are so successful. Gaming.stackexchange.com has been growing on its own for a while now: the community is extremely active and it has some of the best traffic statistics of any of the non-trilogy sites. The site has gotten a lot of special attention in terms of internal promotions, and we believe that it has the potential to become one of the largest gaming sites out there. To take it to the next level, it needs a unique brand.

Naming Gaming

Realizing the need for a brand was easy, coming up with it was another story. Good brand names convey what the site is about (in this case: gaming, Q&A, advice, etc),?are?memorable, don?t require a lot of explanation, and are easy to visualize and design for. To come up with a clever name, we decided to consult some experts in the field: the Gaming.SE community.

We made a meta post announcing a special chat room?dedicated to a week-long brainstorming session. The rules for the chat room were simple: no discussion, only suggestions. Star suggestions you like, and ignore the ones you don?t. The criteria for the domain name were a bit more complicated:

Non-negotiable criteria: the name

• must be available
• must be a .com
• must not be associated with a trademark
• must not contain hyphens or other similar characters

Nice-to-haves: the name

• should convey the idea of Q&A, advice, knowledge, or community
• should suggest gaming, or something related (e.g. levels, playing, quests?)
• should be memorable, such that a strong visual brand can be created around it
• The Twitter handle should be available

We got a lot of great suggestions from the chat, and Arqade.com fit best. It?s pronounced ?arcade?, which is clearly associated with gaming, and there?s a convenient ?QA? in the middle! Many thanks to NiQAlas T for the idea!

Branding and Design

Once we had the name, the next step was to create a design around it. Our community really loved Jin?s 8-bit theme, so we didn?t want to change the design too drastically,?but we did want to tweak it to make it feel like you?re in an arcade. Jin did a little design magic and proposed the design to the community last week. While change is always difficult, we think the spaceship is pretty awesome and will make for some interesting swag!

What does this mean for our other sites?

Arqade got a new name because it is growing very rapidly. The community is already very engaged and excited about helping move the site to the next level, and part of that is a name that will distinguish it in the gaming community. Not every site will get its own name, and rebranding is not a ?next step? in the graduation process. However, if a site grows to the point where the community is very strong, excited, and we think it can handle a big push, we will definitely consider doing this again.

Don?t be upset if your community keeps the brand it launched with though ? ?there are a lot of benefits to being associated with the Stack Exchange network! That?s why Arqade, Ask Different, and Seasoned Advice (among others) all redirect to a ___.stackexchange.com subdomain, even though they have their own brands. ?For one, search rank is improved for our entire network. ?Additionally, many people recognize Stack Exchange as a brand, and might be more likely to visit some of the smaller sites because of that. For these reasons, we?re reluctant to even?consider?re-branding a site until its community is very well-established. And there are other areas where the effort can be better spent: finding ways to convey the unique value of your community to newcomers in as few words as possible is enough of a challenge without trying to force it into a one- or two-word name + domain.

As with a lot of the things we do, ?Arqade.com? is an experiment. We think it will help the already strong Gaming community grow even more, but the actual effects remain to be seen. If you want to stay updated, follow @thearqade or come hang out!

South Africa must reform white-dominated economy: Zuma

JOHANNESBURG (Reuters) - South Africa's economy is still largely under the control of whites who held power under apartheid, President Jacob Zuma said on Tuesday, and he called for a "dramatic shift" to redress the wealth balance more evenly in favor of the black majority.

Such calls have been a staple of ANC strategy documents for years and Zuma's policy speech comes months before he will seek re-election as leader of the faction-ridden movement in December. He has also been facing demands from the party's youth wing to nationalize mines and seize white-owned farmland.

Zuma, speaking at the start of a major policy meeting of his ruling African National Congress, said the challenges of poverty, unemployment and inequality posed long-term risks for Africa's richest country 18 years after the end of apartheid.

"The structure of the apartheid-era economy has remained largely intact," Zuma told several thousand ANC delegates.

"The ownership of the economy is still primarily in the hands of white males as it has always been," he added.

Without giving details, he called for a "dramatic shift and giant leap" in coming years to spread the country's wealth more equitably, mentioning the distribution of mineral resources and land ownership as areas which needed to be overhauled.

Zuma said this proposed "second transition" was necessary to complement the negotiated end of apartheid in 1994, when he said "certain compromises" over economic ownership had been made to ensure a smooth political transition from white minority rule.

While draft proposals to be considered at the conference advocate a greater role for state-owned enterprises, Zuma made clear however that the ANC's strategy has been to seek to boost growth and create jobs through "a thriving mixed economy".

The former liberation movement ANC has had a spotty record in ending economic disparity that is among the highest in the world. It has brought housing, electricity and running water to millions, but almost half the population still lives in poverty.

According to Statistics South Africa, 29 percent of blacks are unemployed compared with 5.9 percent of whites, while IHS Global Insight, an economic consultancy, estimates that whites have an average income nearly seven times that of blacks.

Zuma's government has been criticized by three global ratings agencies for ineffective leadership in tackling a broken education system, rigid labor market and chronic unemployment eroding the country's economic competitiveness.

The ANC has drafted a raft of policy documents that call on mining firms to pay more to the state to help finance welfare spending. The proposals also advocate relying on state-owned enterprises to be engines of job creation and growth.

But Zuma may be more focused on lining up support for an ANC party leadership election at the end of the year than in policies, analysts said. If he wins the party race, he is poised to also win a second term as president, serving until 2019.

"His speech did not convince me that he was serious about cleaning house. It was half-hearted considering that corruption is a very serious problem in government," said Susan Booysen, a political analyst at Wits University in Johannesburg.

"His first priority is not to make enemies."

DEBATE OVER MINES AND LAND

Zuma acknowledged rising anger and frustration in deprived communities about the poor delivery of basic public services such as electricity, water, sanitation, transport and health. His government has faced an increasing number of protests, some of them turning violent, against defective public services.

"You can't sit and say 'it's fine'. We are in government, we have to do something about it," the president told delegates, although he added violent lawlessness would not be tolerated.

Zuma said the debate over how the country's mining wealth should be used must go beyond simply the question of "to nationalize or not to nationalize." Calls for nationalization from some sectors of the ruling ANC have stirred investor concerns in the world's No. 1 platinum producer.

The party produced a research paper earlier this year saying nationalizing mines could bankrupt the state, but it suggested increasing taxes on windfall mining profits.

This countered calls from firebrand ANC Youth League former leader Julius Malema who was a vocal nationalization advocate. He was expelled from the party for indiscipline this year in what was widely seen as a political boost for Zuma.

Zuma said the conference should consider how the state can obtain an "equitable share" of mineral wealth, which could be used more to benefit poor communities.

He also called for a new programme for land reform, saying the current "willing buyer-willing seller" policy had been too slow in returning white-owned farmland to blacks dispossessed by the apartheid state. But he did not spell out what alternative mechanisms of land ownership transfer should be adopted.

South Africa's black economic empowerment policy designed to give disenfranchised blacks greater ownership of the economy should be strengthened, Zuma added.

This policy has been criticized from within the ANC and by its governing allies in organized labor as only benefiting a small sliver of the population with political ties to the party.

The policy conference will end on Friday and its deliberations are being held behind closed doors.

Senior care and elder law are closely related industries that seek to provide care and protection for one of our most vulnerable populations -- senior citizens. Assisted Living -- Assisted living generally refers to a community designed, built and managed in such a way as to provide long term support to seniors. Members of assisted living communities often live in their own apartment or condominium and have access to a variety of senior care services.

Nursing Care -- Nursing care is the most intensive level of care and offers full medical services including medication management. Nursing care residents live in a specialized facility staffed by nurses and their aides, and in some cases psychiatrists and medical doctors are part of the regular staff.

Elder law is a relatively new field of law that deals exclusively with legal issues related to senior citizens. This includes estate planning, wills and trusts, laws dealing with insurance and medical care, and laws that protect the elderly from neglect or abuse.

Senior care and elder law intersect in the following 2 ways:

1.) Life Decisions

There are complicated laws surrounding legal issues like wills, long term care and estate planning. These laws require legal counsel even in the most ideal situations, but what often happens is that families begin asking about these laws only after a crisis has occurred.

For instance, in the case of an elderly family member suddenly taking ill and being unable to make their own rational decisions, legal intervention is often required in order for long term care to proceed. And in cases of dementia where family members want to provide care at home; there are legal responsibilities that must be undertaken when doing so.

The best solution to these problems is to create a plan before crisis occurs.

2.) Protection from Abuse

It's unfortunate that we would need them, but there are laws in place that protect seniors from neglect or abuse. In many cases the punishment for violating these laws are severe and come with hefty prison sentences. Family members that suspect their loved ones are being mistreated can take action by invoking elder law. Authorities are required to rigorously investigate any such claims.

Queen begins N.Ireland trip, to meet ex-IRA chief

ENNISKILLEN, Northern Ireland (AP) ? Queen Elizabeth II is beginning a two-day visit to Northern Ireland celebrating the British territory's hard-won peace in a town that suffered one of the IRA's worst massacres.

The British monarch's planned meeting Wednesday with former Irish Republican Army commander Martin McGuinness comes the day after her visit to Enniskillen, where a no-warning IRA bomb in 1987 killed 11 Protestant civilians and wounded 63 others as they commemorated British dead from the two world wars.

The queen is expected to meet survivors and relatives of the dead alongside religious services in Enniskillen's neighboring Protestant and Catholic cathedrals.

Worldwide revulsion at the Enniskillen massacre spurred McGuinness and other IRA chiefs to begin sounding out peace terms with the British. That quarter-century journey is to end with a Belfast handshake.

NEW YORK (AP) ? A rare original copy of President Abraham Lincoln's Emancipation Proclamation sold Tuesday at a New York auction for more than $2 million.

It's the second-highest price ever paid for a Lincoln-signed proclamation ? after one owned by the late Sen. Robert Kennedy that went for $3.8 million two years ago.

The latest copy of the 1863 document ordering the freeing of slaves, which was auctioned at the Robert Siegel Auction Galleries, went to David Rubenstein, managing director of The Carlyle Group investment firm. The American seller remained anonymous.

The $2.1 million purchase price includes a buyer's premium.

This price and the one for the Kennedy copy are the highest ever paid for the proclamation, reflecting a "growing appreciation for documents that capture the most important moments in our history," said Seth Kaller, a dealer in American historic documents and expert on the Emancipation Proclamation; he's handled eight signed copies.

The document will go on public exhibit somewhere in Washington, he said. The name of the institution is yet to be announced.

Lincoln signed the proclamation during the Civil War, freeing all slaves in states then in rebellion. The proclamation also provided a legal framework for the emancipation of millions of other slaves as the Union armies advanced.

Forty-eight copies were subsequently printed, with Lincoln signing all of them.

The president donated them to the so-called Sanitary Commission, a precursor of the modern Red Cross that sold the documents privately to provide medical care to Union soldiers.

A century later, President Lyndon Johnson invoked the proclamation while presenting the Voting Rights Act to Congress. He said equality was still an unfulfilled promise for black Americans.

A total of nine proclamation copies have been sold publicly in the past 40 years, Kaller said.

In 2010, Robert Kennedy's family auctioned his copy for $3.8 million at Sotheby's. Kennedy, who was assassinated in 1968, had purchased it for $9,500 in 1964, when he was U.S. attorney general.

Only about half of the 48 proclamation copies have survived, Kaller said.

OMAHA, Neb. (AP) ? Ryan Lochte and Michael Phelps will have their first showdown on the opening night of the U.S. Olympic swimming trials.

The world's top swimmers advanced to Monday's final of the 400-meter individual medley, a loaded race that also includes the silver medalist from last year's world championships, Tyler Clary. Only the top two earn a spot on the team for London.

Lochte, the defending world champion, was the top qualifier in morning preliminaries with a time of 4 minutes, 10.66 seconds. Phelps was next fastest, cruising through his preliminary heat in 4:14.72. Clary was fourth-fastest at 4:15.88.

Phelps is the world-record holder and won the 400 IM at the last two Olympics, but he vowed to drop the grueling event after Beijing. He brought it back over the past year and said he's known "for a while" that he would be in the race at Omaha. The only stumble came beforehand, when Phelps realized he had the wrong cap. He found a plain white model that worked just fine.

"It felt fairly relaxed," said Phelps, a 14-time Olympic gold medalist who plans to retire after these games. "I'm happy."

Lochte was pleased with his effort, though he knows he'll need to go even faster to beat Phelps. He expects his rival to put in a much better time in the evening.

"That was the easiest 4:14 he's ever done, that I've seen in the whole entire world," Lochte said. "It looked really, really smooth for him. Tonight's definitely going to be a dogfight. It's not just going to be me and Michael. It's going to be Tyler Clary, too. It's definitely going to be a fight."

Phelps' coach, Bob Bowman, was coy about his plans before the trials but said he's known since a March meet in Indianapolis that Phelps was going to compete in the 400 IM.

"He did one and it's really the best one he's ever done in a season," Bowman said. "He was like, 'Man, it would be a shame not to do this.' We'll know a lot more tonight whether that was a good decision."

Clary expected Phelps to scratch from the event, which would have made it much easier to qualify for a spot on the Olympic team. Now, Clary has to beat either Lochte or Phelps to compete in the 400 IM in London.

"It will definitely be a more interesting race now," Clary said, managing a slight grin. "All I can do is control myself. It doesn't matter to me who's in the heat. I'm going to go out and swim the race that I've got in my mind. I think that'll be good enough."

Lochte is eager to face Phelps as many times as possible in Omaha before they resume their rivalry in London.

"Of course, I want to win," Lochte said. "I hate not winning. I love to win. But if it doesn't happen, it doesn't happen. I'm not going to beat myself up over it."

Dana Vollmer, coming back from the disappointment of missing the Olympics four years ago, was the top qualifier in the 100 butterfly. She posted the fastest time ever in the United States (56.59), breaking a 12-year-old mark, and has her sights on Sarah Sjoestroem's world record (56.06), which was set in 2009 during the era of high-tech, rubberized suits.

"It's always in the back of my mind," said Vollmer, the defending world champion in the 100 fly. "I definitely want to do a 55."

Vollmer, who made the 2004 Olympics as a 16-year-old, battled injuries and medical problems for much of the past decade, but she's healthy now and thriving with a new diet.

"I feel better than I did at worlds," she said. "That race felt good, but I still feel like I didn't put all I have into it knowing it's just the prelims. To be at that time, it's definitely a good sign for my next swims."
