WASHINGTON (AP) ? The first Middle East peace talks in years are underway a few blocks from the White House, but President Barack Obama is conspicuously keeping his distance.
Burned by a failed peace effort in his first term, Obama has largely ceded this latest attempt to forge an agreement between the Israelis and Palestinians to Secretary of State John Kerry. The move marks a rare power shift for an administration that prefers to centralize foreign policy decisions within the White House.
Obama's hands-off approach is in part a vote of confidence in Kerry, who has embraced the vexing and emotional issue with gusto since joining the administration earlier this year. It also signals a calculation by the White House that direct presidential intervention is best reserved for the final stages of negotiations ? if the process ever reaches that point ? or for moments of tension when Obama might be called upon to keep the talks afloat.
Aaron David Miller, a longtime Middle East peace adviser to Democratic and Republican presidents, backed the White House's approach.
"You don't want to waste presidential capital," said Miller, now vice president of the Woodrow Wilson International Center. "But in the end, Obama is going to have to own this if it's going to succeed."
Israeli and Palestinian negotiators arrived in Washington on Monday to open the talks, the first major effort since negotiations broke down in 2008. An attempt to reopen talks in 2010 collapsed almost immediately. The new round, taking place at the State Department and continuing Tuesday, is aimed in part at working out plans for how the talks should proceed in the coming months.
Officials said the parties have agreed to negotiate for at least nine months.
In a written statement Monday, Obama said the talks marked a "promising step forward," but warned that "hard work and hard choices remain ahead." White House officials said there currently were no plans for the president to meet with the Israeli and Palestinian negotiators while they were in town, but left open the possibility that he could later in the week.
Like Obama, Israeli Prime Minister Benjamin Netanyahu and Palestinian Authority President Mahmoud Abbas are not directly involved in this first round. But both have been deeply engaged in the process in recent months, meeting frequently with Kerry.
The secretary and other administration officials tried Monday to tamp down any suggestion that Obama was detached from the peace talk process. They repeatedly cast the revived negotiations as a direct result of Obama's trip to Israel and the West Bank earlier this year.
"Without his commitment, without his conversations there and without his engagement in this initiative, we would not be here today," Kerry said Monday before heading to the White House to brief the president on the first round of talks.
Yet Obama, unlike predecessors Bill Clinton and George W. Bush, has waited on the sidelines much of his administration and not made negotiations a top priority. He long has expressed doubts about how much leverage the U.S. has in bringing the parties to the negotiating table and has warned that peace cannot be achieved if American officials want it more than the Israelis and Palestinians.
The president's own troubled attempt to jumpstart peace talks in his first term has also colored his views.
Obama came into office eager to put a new face on the U.S. relationship with the Middle East. But he quickly angered Israeli leaders by calling for an end to settlement building and appearing to misunderstand the Jewish people's historic ties to the region during a 2009 speech in Cairo.
Tensions with Israel also deepened when its government announced a new round of settlements in East Jerusalem during a visit by Vice President Joe Biden.
Still, in the fall of 2010, Obama was able to cobble together a new round of negotiations between Netanyahu and Abbas. All three leaders gathered at the White House and announced the talks with great fanfare. But the effort fell apart within days.
Dennis Ross, who served as one of Obama's negotiators at the time, said that failed effort was a good lesson for the White House.
"If you raise expectations too soon, you actually make it less likely that you achieve anything," said Ross, who left the administration in 2011.
Following the collapse of the 2010 talks, Obama expended little effort on the Israeli-Palestinian issue. A series of more urgent concerns in the Middle East quickly intervened, including the Arab Spring democracy protests and the Syrian civil war. The president's 2012 re-election campaign also consumed much of his administration's attention, and his relationship with Netanyahu deteriorated further when the Israeli leader all but endorsed Obama's rival, Mitt Romney.
So it came as a surprise to many when Obama announced earlier this year that he planned to make his first visit to Israel and the West Bank as president. His advisers set low expectations for the highly-anticipated trip and made clear even then that Kerry, not Obama, would be the driving force in getting the two sides back to the negotiating table.

Microsoft's Windows Phone has launched a new advertisement for the new Nokia Lumia 1020?camera phone.
Following the trend of the last several Nokia smartphones, the commercial focuses on the camera abilities of the Windows Phone 8 device. Titled, "The Windows Phone Nokia Lumia 1020-41MP and reinvented zoom," the advertisement shows eight different scenarios of which someone might need a camera. The different scenarios ranged from being in a concert, a soccer game, beach, and aquarium.

"For the billions of smartphone photographers, the first smartphone to put the camera first," noted the narrator of the Windows Phone advertisement.
As Latinos Post reported, one of the biggest selling points for the Lumia 1020 is the 41-megapixel rear-facing camera sensor. According to Nokia, the Windows Phone 8 smartphone introduces the second-generation of the optical image stabilization (OIS), following the Lumia 920. The Lumia 1020 also features the latest xenon flash and video-light LED not previously installed in any Nokia phone.
The Lumia 1020 rear-facing camera, in fact, can take 34-megapixel images under 16:9 aspect ratio and 38 megapixels in 4:3 aspect ratio. The device can also capture 5-megapixel images.
AT&T, the exclusive carrier of the Lumia 1020, started selling the device on July 26. The Lumia 1020 cost $299.99 when signing a two-year contract. The one-year contract will increase the price tag to $549.99. Finally, AT&T's month-to-month price will cost the consumer the regular price of $659.99.
AT&T, however, is offering a new plan known as "AT&T Next." The Lumia 1020's price with AT&T Next will be significantly lower at $33 for the next 20 months.
The Lumia 1020's features include a 4.5-inch screen with 1,280x768 pixels covered in Corning Gorilla Glass 3. The new Windows Phone 8 device has 32GB of internal storage for 2GB of RAM. A front-facing camera with 1.2 megapixels. The Lumia 1020 also packs 2,000mAh battery.

The curtains on the LG G2 won't be pulled back until August 7th, but that hasn't stopped the South Korean firm from announcing a case for the smartphone. Dubbed QuickWindow, the sheath sports a slot on its front that reveals a portion of the device's screen à la Samsung's S View Cover. Just slide a finger against the exposed display and a special QuickView UI will light up the area with incoming call details, text messages, a clock, weather report, alarm or music player. Though a release date for the G2 is still MIA, the case is set to launch alongside the phone in black, blue, mint, pink, purple, white and yellow. In a world filled with case leaks for unannounced hardware, we can't help but feel strange seeing a bonafide cover before we've officiallylaid eyes on the device it's made for.
Just as Pegatron has managed to snatch more Apple contracts away from Foxconn, so too has it attracted greater scrutiny of the conditions faced by its 70,000 workers. China Labor Watch, the US-based worker welfare monitor, now alleges that Chinese factories run by the up-and-coming Taiwan-based manufacturer are "even worse" than Foxconn's. It claims to have found health and safety violations, poor living conditions in dorms, and the coercion of workers by withholding their pay or identity cards -- in other words, the sort of stuff that breaches both Chinese law and Apple's supplier policy. Its latest report also accuses Apple of failing to treat abuses with the same urgency that it applies to lapses in product quality.
For its part, Apple has responded by highlighting the fact that it has audited Pegatron facilities 15 times in the last six years, and that a recent survey found that Pegatron employees were working an average of 46 hours per week. It also said it had dealt promptly with earlier instances of ID cards being withheld, but admitted that China Labor Watch's report includes "claims that are new to us" and that will need to be investigated "thoroughly."
If you're hitting the road this summer, you probably want a solid GPS with you to make getting to your destination a little easier. Whether you just use your phone or you prefer a stand-alone unit, there are pros and cons to each, and this week we're looking at five of the best, based on your nominations.
Earlier in the week we asked you which GPS units were best for your car, whether you preferred your smartphone or tablet, or if you'd rather trust a stand-alone GPS device that doesn't need mobile data or cellular service to give you maps and directions. Here's what you said:
Garmin Nuvi Series
The Garmin Nuvi series is designed specifically to the thin, light, and mounted in a car. The series proudly notes that mobile data or an internet connection are not required for the Nuvi series to give you spoken word turn-by-turn directions in plain language with accurately pronounced street and city names. You can also speak to and command the Nuvi with your voice. The Nuvi line also sports active lane guidance?a feature that warns you when to change lanes in order to make an exit. So instead of just "keep right at the fork," you'll be told to get into the right lane well in advance of the exit?and then you'll be told to keep right at the fork.
In addition, Garmin's "photoReal" feature lets you see a mockup of what the exit or road you should be on looks like so you don't get confused looking at a top down map in a maze of flyovers and overpasses. Buying a Nuvi also gets you free lifetime maps and traffic, meaning every time there's construction or changes to the landscape, you won't have to pay to update your Nuvi's maps. You'll also get live traffic reports that update every 30 seconds as you drive so you can avoid accidents, congestion, construction, or other obstacles that will slow you down. If you prefer, you can pair the Nuvi to your phone or computer via Bluetooth for updates, shared data, and more. Prices vary depending on the model you're interested in.
Tom Tom Go Series
Even though many of you praised Tom Tom's smartphone navigation apps, others of you pointed out that the Tom Tom Go series (most notably the Tom Tom Go 1535) all offer spoken word driving directions in portable packages that don't need mobile data or an internet connection to work. The Tom Tom Go series supports voice commands and hands-free use, features "HD Traffic" (which really means traffic data updates frequently so you're always up to date), and generous five-inch touchscreens.
The Tom Tom Go also supports active lane navifation, so you're warned to move to the left or right long before you need to be there to grab an exit or make a turn, and lifetime map updates so you're never without the most up to date street names and fastest routes. Prices vary depending on the model you want.
Magellan RoadMate Series
The Magellan RoadMate Series of in-car GPS units is long standing and well regarded, and some of the newest models come with some impressive features, like traffic camera alerts, landmark guidance that adds detail to your directions like "turn left in 300 feet at the Chevron gas station," as opposed to "turn left in 300 feet," and lifetime traffic alerts and map updates. Built-in Bluetooth lets you use your RoadMate as a speakerphone without having to also mount your phone to your dash, and pre-loaded AAA tourbooks and roadside assistance let you call for help and get details on nearby attractions and destinations right from your GPS without having to dig through search results.
You get all of the features of other navigation devices as well: active lane assist, spoken street names, and waypoints/multi-destination routing, but you also get some interesting add-ons like guidance to nearby parking, speed limit warnings, and compatibility with your car's back-up camera. As always, prices vary depending on the screen size and model. Magellan's latest offering, the SmartGPS, is a connected GPS unit that works with your smartphone and tablet instead of competing against it, and syncs favorite locations, destinations, maps, driving directions and walking directions, social networks, and more.
An In-Dash GPS Unit
Whether it's pre-installed with your vehicle or after-market, many of you pointed out that your pick for the best car GPS is the type that's permanently installed in the vehicle. You get all the benefits of an offline GPS designed for use in a car without internet access, just already baked into your vehicle. There are pros and cons here though?often map updates are unavailable or expensive (although most can be updated manually) and the interface for many in-dash units leaves much to be desired.
Still, the ones that many vehicle manufacturers include with their luxury models come with controls wired into the vehicle, control knobs and panels on the center console or steering wheel, and touch-screens for quick address entry. If you install your own or get one installed after-market, the sky's the limit, and you can get in-dash units that pair with your phone or other devices over Bluetooth, share mobile data, and come with all sorts of other features.
Your Smartphone
Many of you nominated your smartphones for various reasons. Some of you said that the age of stand-alone GPS units has passed, and that may very well be true, at least for driving, walking, and getting around town. Others pointed out that the best GPS is the one you have on you without worrying about it or thinking about it, and that's almost undoubtedly your cell phone.
Several of you pointed to Google Maps' ability to download map data as a way to get around even if there's no mobile data service where you are. If you're traveling somewhere you don't have data, and even if offline maps don't do it for you, there are GPS apps for iOS and Android that offer complete map packs that you can use online or offline. Overwhelmingly though, your preferred GPS apps were Google Maps and Waze, although they weren't the only ones you mentioned. Even though there are pros and cons to relying on a smartphone or tablet for GPS depending on where you go, the best apps close that gap really well.

Best Car GPS?
If you're hitting the road and want to make sure you don't get lost, you could use your phone as your GPS, but there's still room for? Read?
WASHINGTON (AP) ? Congress needs to raise the debt limit and take away the "cloud of uncertainty" about the nation's ability to pay its bills, Treasury Secretary Jack Lew said in an interview broadcast Sunday.
"The fight over the debt limit in 2011 hurt the economy, even though, in the end, we saw an extension of the debt limit. We saw confidence fall, and it hurt the economy. Congress needs to do its job. It needs to finish its work on appropriation bills. It needs to pass a debt limit," Lew said on NBC's Meet The Press.
Senior lawmakers on Capitol Hill are trying to come up with must-do legislation to keep federal agencies running after Sept. 30 and prevent the possibility of a government shutdown. At issue is what is normally routine: a plug-the-gap measure to fund the government for a few weeks or months until a deal can be worked out on appropriations bills giving agencies their operating budgets for the full 2014 fiscal year, which begins Oct. 1.
However, some Democratic liberals don't want to vote to continue to fund the government at new, lower levels mandated by the automatic, across-the-board spending cuts known as sequestration. And some conservatives are making a last stand against President Barack Obama's new health care law. In addition, Senate Democrats are resistant to a $20 billion spending cut wanted by many Republicans.
Lew maintained that the president won't negotiate over the debt limit but stopped short, however, of saying that Obama would shut down the government.
"Drawing this to brinksmanship is a mistake. It's bad for the economy for it to be brinksmanship," Lew said.

School's out, and many 18-year-olds will be nervously awaiting A-level results, hoping for the grades they need for university. In recent decades university has burgeoned from something the elite did to something enjoyed by almost half of young people. Big hikes in tuition have not halted this trend.
But is going to university a middle-class rite of passage whose days are eventually numbered? As the university system expanded, it was inevitable students would have to pay more. Yet ?9,000 a year seems expensive for comments back on a couple of essays a term, a few lectures a week, and some careers advice.
For many young people at mid-ranking institutions, university is more about the social transition to adulthood. And for their future employers (often the first to complain about the shortfalls of university as preparation for work) their degrees tend to be more a screening mechanism than a mark of quality. While it's a price tag Russell Group universities can support, is it really realistic for former polytechnics?
The question savvy 18-year-olds will increasingly ask is: "What will my degree be worth?" Plenty of recent graduates find themselves in "graduate" jobs that wouldn't have required a degree 10 years ago ? or worse, jobs that don't even ask for a degree.
Some jobs will always require an academic degree. But there are some, spanning accountancy to retail management to local government, where employers might be better off training young people on the job on an apprenticeship wage.
Going to university is not the social bridge to independence it used to be either: rents are so expensive that many young people have to move back home until at least their mid 20s.
The social status associated with a degree won't disappear overnight, but the current system is inefficient and unsustainable, and we should expect to see some interesting shifts. Young people will become more demanding: the consumer association Which? has already launched an advice site to respond to demand for more information about quality and graduate destinations.
Non-elite universities are going to have to get more innovative. Think YouTube lecture series reaching more students; and more cheap two-year courses such as the US-style system of community colleges.
Smart employers will prefer to recruit onto apprenticeships rather than pay for students' university education through higher graduate wages. And young people will look for other ways of getting the soft skills they need to stand out in the labour market, such as the CityYear scheme that places young people as volunteer mentors in deprived schools for a year, giving them a stipend alongside training and development opportunities that boost their employment prospects.
Academic elitism should be fiercely guarded in our universities even as they do everything they can to break down social elitism. In 10 years, the question young people may face in job interviews may not be: "Why didn't you go to university?" but: "Why did you think it was worth it". That might not be such a bad thing.

RICHMOND, Va. (AP) ? Jarvis Jenkins is the eighth Washington Redskins player to receive an NFL drugs-related suspension in 22 months, sanctioned for four games without pay Friday for testing positive for a banned performance enhancing substance.
Expected to start at defensive end, Jenkins will instead miss the first four games of the regular season. He will be eligible to return to the active roster on Sept. 30, following the Week 4 game against the Oakland Raiders.
Jenkins, who was on the practice field at training camp working with the first-string unit when the suspension was announced, released a statement saying he was "shocked and confused" to learn that he had tested positive for what he called "an obscure substance." Then he addressed reporters at length following the practice, apologizing to fans, the team and his parents.
"It was a simple mistake," he said, "but I'm accepting my responsibilities like a man."
Jenkins said he takes pre-workout and recovery supplements. Every NFL player has been instructed not to take supplements that don't have an "NSF" label ? a label that means they've been certified as acceptable under an agreement between the league and players' union ? but Jenkins said he nevertheless took an over-the-counter supplement that didn't have the label.
Jenkins said he checked the ingredients of the supplement, but he learned that's not a failsafe method. In March, he was informed that he had tested positive for a substance women take for breast cancer and that has also been used by athletes in connection with steroids.
He appealed the suspension, but the league ruled against him.
"I thought I was going to get off on it, and I didn't," he said. "The NFL has strict rules. ... They tell us we're responsible for what's in our body. Obviously I'm being led as an example."
Jenkins' backup was expected to be Adam Carriker, but Carriker had a third surgery Thursday for a right knee injury and is unlikely to play this season. Chris Baker, who has been moved from nose tackle, and Kedric Golston are the leading candidates to start while Jenkins is away. Jenkins is allowed to practice during training camp and can play in preseason games.
Jenkins said the Redskins do a good job of educating players about the NFL's drug policies, but the results are debatable. Left tackle Trent Williams, tight end Fred Davis and cornerback Phillip Buchanon served four-game sanctions in 2011. Cornerback Cedric Griffin and tackle Jordan Black were docked four games last year.
Linebacker Rob Jackson, like Jenkins, is suspended for the first four games this year. Safety Tanard Jackson is serving an indefinite suspension and could be reinstated this year.
Each suspension comes with its own backstory ? Williams, Davis and Jackson were sanctioned for substance abuse, the rest for performance-enhancing drugs ? but coach Mike Shanahan acknowledged the troubling trend.
"We have emphasized it," Shanahan said. "But maybe not enough."
A second-round pick in 2011, Jenkins missed his rookie season with a right knee injury. He returned last year to start 14 games and felt primed for a breakout season.
"It's always a tough blow for your football team," Shanahan said. "Hopefully our players will learn that without the label of NSF, you can't take any supplements, because you never know what's going to be in the supplements. We'll pay the price for it. Hopefully our players will learn from it."

Tough luck, Superman: Being faster than a speeding bullet isn?t such a big deal anymore. A couple of Youtubers who go by TheSlowMoGuys have slowed the progress of bullets to a crawl. To be specific, they posted a video showing high-speed footage of guns being fired under water.
Using a camera that shoots up to 27,000 frames per second, the pair fired both a revolver and a 9mm and captured each amazing centimeter of cavitation, which is when an object or force creates cavities or bubbles. In the videos, hot gas bloomed from the muzzles and pulsated as the bullets cut a tunnel through the water.
This was a departure for TheSlowMoGuys, whose videos tend toward slow motion destruction. They needed some help capturing bullets under water. Fellow Youtube slow motion and science enthusiast SmarterEveryDay lent them a periscope-like contraption that he made for filming his AK-47 being fired in the pool.
PIERMONT, N.Y. (AP) ? Authorities pulled a woman's body from the Hudson River on Saturday near the spot where a bride-to-be was hurled into the water, along with her fiance's best man, when a speedboat carrying six friends crashed into a construction barge near the Tappan Zee Bridge.
Officials were working to confirm that it was the body of 30-year-old Lindsey Stewart, who has been missing since the Friday night accident, but they said it appeared to fit her description. She had been set to get married in just two weeks.
The search for the missing best man, 30-year-old Mark Lennon, was continuing, said Rockland County undersheriff Robert VanCura.
The crash happened shortly after the boat, a 21-foot Stingray, left the village of Piermont for a short trip across the river to Tarrytown, about a half-hour's drive north of New York City, authorities said.
The groom-to-be, art teacher Brian Bond, was among the four injured. He and Lindsey Stewart were two weeks away from their planned Aug. 10 wedding.
Stewart's mother, Carol, said earlier Saturday that she was praying for a miracle.
Four people were hospitalized after being pulled from the damaged boat. Bond, 35, was knocked unconscious in the crash but later woke and was able to call 911, Carol Stewart said.
Lindsey Stewart's stepfather, Walter Kosik, said the couple have known each other since they were young children and used to go to church together.
"They have been friends the whole time, and they fell in love about 3 ? years ago," Kosik said.
They were to be married at the Good Shepherd Lutheran Church in Pearl River, with a reception at a vineyard in Hillburn, he said.
Rockland County Sheriff's Department Chief William Barbera declined to identify the other people aboard the boat. He said the barge, one of several loaded with construction material for an upcoming replacement of the bridge, was equipped with lights, but it was still difficult to see on the water so late at night.
The cause of the accident is under investigation.
The New York State Thruway Authority, which is overseeing the bridge project, said it was reviewing safety procedures.
"Our thoughts and prayers are with the victims and their families during this difficult time," the authority said in a statement. It added that the lighting on the barges appeared to be functioning normally.
Pile driving that had been scheduled to take place Saturday was suspended because of the accident.
Stewart's former English teacher at Pearl River High School, who remained in contact with her through Facebook, called the accident "heartbreaking."
"She was one of my students and a bright, sweet girl loved by everyone," she said. "I knew that she was getting married, and to Brian. To happen to two such special kids ? it just shouldn't happen."
The leaking natural gas well in the Gulf of Mexico has stopped flowing, the Bureau of Safety and Environmental Enforcement and the U.S. Coast Guard confirmed on Thursday morning. The fire has decreased to a small flame fueled by residual gas at the top of the well, the agencies reported.
The well 55 miles offshore Louisiana has bridged over, they stated, based in part on flights over the site on Thursday morning. Bridging occurs when small pieces of sediment and sand flow into the well's path and restrict it, ultimately stopping the flow.
BSEE and Coast Guard officials state that they will continue overseeing response efforts until the incident has come to a complete and safe resolution that includes securing the well.
The well suffered a blowout about 8:45 a.m. Tuesday and the rig caught fire about 10:45 p.m. Tuesday when the leaking natural gas ignited, according to BSEE and Coast Guard accounts.
No one was on board at the time of the ignition and no one was injured, according to BSEE. The rig is southwest of Grand Isle.
During BSEE and Coast Guard officials flyover of the site on Wednesday morning, they had not seen a sheen on the water surface. BSEE inspectors had reported a sheen a mile long by 50 feet wide during a flyover Tuesday.
As the rig fire had continued on Wednesday, beams supporting the derrick and rig floor? folded and collapsed over the rig structure, BSEE stated.
BSEE officials said the source of the blowout and the ignition remain unknown.
All 44 people on the rig -- which BSEE corrected late Tuesday from the earlier reports of 47 people on the rig -- were safely evacuated, authorities said. No injuries were reported in the incident on the Hercules No. 265 rig.
The rig was in 154 feet of water and the well itself was reported as about 8,000-feet deep, according to Jim Noe, an executive vice president with rig owner Hercules Offshore.
The rig is owned by Hercules Offshore, based in Houston, and operated by Houston-based Walter Oil & Gas Corp.
Eileen Angelico, a BSEE spokeswoman, said on Wednesday afternoon that the well had a blowout preventer, but "no determinations have been made as to whether the blowout preventer was activated or functioned properly."
"That will be part of BSEE's comprehensive investigation into the cause of the loss of well control," Angelico said.
Noe said that, "once things settle, we will certainly start looking at potential causes, including the BOP," referencing that blowout preventer.

They left their two young children with relatives and set off to celebrate their fifth wedding anniversary at one of the most beautiful hiking destinations in the Southwest.?
Months earlier, the luck of a draw had brought Anthony and Elisabeth Ann Bervel coveted hiking permits for The Wave, a region of richly colored sandstone patterns near the Utah-Arizona border.
But just hours into Monday's trek, 27-year-old Elisabeth Bervel died of cardiac arrest, becoming the third hiker in a month to succumb to the brutal summer heat and disorienting open country where no marked trail shows the way.
The deaths have prompted officials to reassess the dangers for people who make the hike and perhaps seek an outside investigation of the risks, said Kevin Wright, manager of Vermilion Cliffs National Monument.
"We're considering everything at this point," he said.
Only 20 hikers are granted permits each day, a limit defended as necessary to protect the rock formations and preserve a sense of wilderness around the signature rock formation said to be one of the most photographed spots in North America.

Hikers are given plenty of warnings about how to survive. They also get pictures of prominent landmarks and access to eight guides who can lead the way.
"It's not like going to Zion National Park and hiking on an asphalt trail," said Kane County sheriff's Sgt. Alan Alldredge. "Once you hit the slickrock, nothing distinguishes the trail."
"It seems to go well for people going to The Wave," he added. "But for some reasons on the way back, they end up getting lost."
The Bervels, of Mesa, Ariz., lost their way on a three-mile cross-country route back to a trailhead, forcing them to spend extra hours under blazing sun in 90-degree temperatures and humidity, he said.
Officials said Elisabeth Bervel's legs gave out hiking in soft sand, and her husband kept going to find a cellphone signal to call for help.
He appeared to be in no danger from the heat or exertion. But Kane County officials said he was distraught when he sat down Monday night to recount the tragedy. A phone listing for Anthony Bervel had been disconnected Tuesday.
"This event once again demonstrates the inherent risks associated with hiking in southern Utah's desert country," the Kane County Sheriff's Office said in a statement. "Even though the Bervels had tried to make sure they were prepared for this hike, the elements proved to be stronger."
The latest death led to further questions about the lottery system that makes it hard to land a permit for the hike that starts in Utah before reaching The Wave in Arizona. More than 48,000 people applied last year for 7,300 available permits, officials said.
Half of the 20 daily permits are doled out on a walk-in basis at a visitor's center in Kanab, with as many as 100 people showing up to get a permit for the next day.
The rest are awarded through an online lottery, with winners given a specific hiking date months in the future. For many, it's a lifetime opportunity, and the difficulty in getting permits prompts some people to go in the heat of the summer.
On July 3, Ulrich and Patricia Wahli of Campbell, Calif., were found dead in 106-degree heat. About a year ago, a 30-year-old California man who spent much of a day at The Wave and tried to return after nightfall died after falling into a slot canyon, officials said.
"It does come back to personal discretion, and making choices," said Rachel Tueller, a spokeswoman for the Arizona Strip District of the U.S. Bureau of Land Management, which controls The Wave. "Anytime you go out on public land, it's a risk. You have to know your own capabilities."

NEW YORK (AP) ? Federal investigators have recovered the flight data and cockpit voice recorders of a plane whose front landing gear collapsed, sending it skidding along the tarmac at New York City's LaGuardia Airport.
The recorders were recovered Tuesday, one day after the hard landing caused LaGuardia's temporary closure. Officials say they were sent to the National Transportation Safety Board's lab in Washington for downloading and analysis.
The nose gear of Southwest Airlines Flight 345 arriving from Nashville, Tenn., collapsed Monday right after the plane touched down on the runway. The airport fully reopened Tuesday.
Ten passengers were treated at the scene, and six were taken to a hospital with minor injuries.

NEW YORK (AP) ? Dennis Farina, a onetime Chicago cop who as a popular character actor played a TV cop on "Law & Order" during his wide-ranging career, has died.
Death came Monday morning in a Scottsdale, Ariz., hospital after Farina suffered a blood clot in his lung, according to his publicist, Lori De Waal. He was 69.
For three decades, Farina was a character actor who displayed remarkable dexterity, charm and toughness, making effective use of his craggy face, husky frame, ivory smile and ample mustache. He could be as dapper as Fred Astaire and as full of threat as Clint Eastwood. His gift has been described as wry, tough-guy panache, and audiences loved him for it.
"Sometimes you can take those dramatic roles and maybe interject a little humor into them, and I think the reverse also works," Farina said in a 2007 interview with The Associated Press. "One of the funny things in life to me is a guy who takes himself very seriously."
Farina's many films include "Saving Private Ryan," (1998), "Out Of Sight" (1998), "Midnight Run" (1988), "Manhunter" (1986), and his breakout and perhaps most beloved film, "Get Shorty" (1995), a comedic romp where he played a Miami mob boss.
He recently completed shooting a comedy film, "Lucky Stiff."
Among his numerous TV roles was Detective Joe Fontana on "Law & Order" during the 2004-06 seasons, replacing longtime cast member Jerry Orbach in the ensemble.
"Law & Order" executive producer Dick Wolf said he was "stunned and saddened to hear about Dennis' unexpected passing this morning. The 'Law & Order' family extends sympathy and condolences to his family."
Also on TV, Farina was a regular in the star-studded though short-lived 2011-12 HBO horse-track drama "Luck."
He starred in the 1980s cult favorite "Crime Story," and his stylish private-eye drama "Buddy Faro" (1998) was warmly received if little-watched. He followed that up with a 2002 sitcom flop, "The In-Laws."
Last season he guest-starred on the Fox comedy "New Girl."
A veteran of the Chicago theater, Farina appeared in Joseph Mantegna's "Bleacher Bums" and "Streamers," directed by Terry Kinney, among other productions.
Born Feb. 29, 1944, Farina was raised in a working-class neighborhood of Chicago, the seventh child of Italian immigrants.
After three years in the U.S. Army, he served with the Chicago Police Department for 18 years, both as a uniformed officer (he was there for the 1968 Chicago riots) and a burglary detective, before he found his way into acting as he neared his forties.
His first film was the 1981 action drama "Thief," directed by Michael Mann ? a future collaborator on numerous projects as recently as "Luck" ? whom he had met through a mutual friend.
In "Thief" he landed a small role as a criminal henchman, and, while not initially planning a career change, found the film world "very interesting," as he told the AP in 2004, and concluded it could be a great sideline. (At the time, he was supplementing his cop's salary by working as a security guard.)
"I remember going to the set that day and being intrigued by the whole thing. I liked it. And everybody was extremely nice to me," he recalled, while cautioning, "If the people were rude and didn't treat me right, things could have gone the other way."
He continued to work as a detective while taking occasional dramatic roles, and even took a leave of absence from the Chicago police to star in "Crime Story," before he made the full-time acting plunge.
"If I'm characterized as a character actor, that's fine with me," he said in 2007. "Whatever they want to call me is fine. In the kind of roles I do, you can do them and walk away from it and have a really nice time."
Farina is survived by three sons, six grandchildren and his longtime partner, Marianne Cahill.

Eight years after their first research partnership, Nanyang Technological University (NTU) and Rolls-Royce are taking their research alliance to greater heights with a new multi-million dollar collaboration.
The centrepiece is the Rolls-Royce@NTU Corporate Lab, which was launched today at a joint investment of S$75 million by NTU, Rolls-Royce and the National Research Foundation, Prime Minister's Office, Singapore.
This unique research tie-up will kick start 32 new projects over the next five years, tripling the existing number of projects between Rolls-Royce and NTU.
The Rolls-Royce@NTU Corporate Lab is the first of its kind in the world with a university, focusing on three core research areas Electrical Power and Control Systems, Manufacturing and Repair Technologies and Computational Engineering.
It is also the first lab to be supported under the National Research Foundation's newly launched Corp Lab @ University scheme.
Research in these fields are aimed at inventing more efficient and reliable energy delivery systems, developing innovative manufacturing technologies to complement more robust power systems, and extracting information from equipment and processes so that operators can make timely and informed business critical decisions.
NTU President Professor Bertil Andersson said this latest joint lab with Rolls-Royce is a milestone for NTU, although the two have been ramping up their alliance over the years since their first engagement in 2005.
"It is fantastic that NTU, the fastest-rising university in the world's top 50, is strengthening our partnership with Rolls-Royce, one of the world's leading power systems companies," says Prof Andersson.
"This lab will combine the strengths of both organisations NTU's cutting-edge research in engineering and science plus our world-class professors, students, and infrastructure, with the strong industrial capability of Rolls-Royce' leading engineering and services activities for civilian and military customers in over 80 countries."
The lab will work closely with the Energy Research Institute @ NTU (ERI@N) as well as the university's four engineering schools: the School of Electrical and Electronic Engineering; the School of Materials Science and Engineering; the School of Mechanical and Aerospace Engineering; and the School of Computer Engineering.

A research-intensive public university, Nanyang Technological University (NTU) has 33,500 undergraduate and postgraduate students in the colleges of Engineering, Business, Science, and Humanities, Arts, & Social Sciences. It has a new medical school, the Lee Kong Chian School of Medicine, set up jointly with Imperial College London.

About Corp Lab @ University
The Corp Lab @ University scheme was established by the National Research Foundation, Prime Minister's Office, Singapore. The scheme supports Autonomous Universities (AUs) to partner companies on industry-relevant research. The aim is to foster greater public-private R&D collaboration so that AUs are better positioned to tackle industry challenges and translate academic research for the market. The scheme is expected to build up existing R&D capabilities within the AUs, generate new products and services, and increase exposure for researchers and scientists in Singapore towards industrial R&D.
